Stalin In The White House

THE END OF
NEGOTIATION
 

Three shining aircrafts approached Dulles International Airport. The Russian pilots had asked permission to land, identifying themselves as military airplanes which had a message for the Secretary of State. Russia and the United States were friends. They both have had serious problems of economic recovery, of the utilization of their raw materials and technological know-how. Their standard of living, at least compared to their respective expectations, have suffered in the last few years.

Under Stalin's leadership, the Kremlin became a partner of the United States, and many international problems were solved together not in the open limelight but in the days of secret diplomacy. The three airplanes which landed had mainly military passengers. One general after another descended to the waiting limousines that the Russian embassy had provided to its inhabitants. Nobody noticed a small, white-haired man who sat in one of the middle limousines. The embarkation was quiet and no particular recognition was made at the airport.

The limousines glided towards the Whiter House and stood before the gates. A dignified looking general jumped out of the first car and approached the guard. Marshall Stalin arrived to visit the President of the United States. The guard almost fainted, but he was trained to treat visitors in great dignity. Some fast telephone calls went out, one to the State Department, one to the Secret Service, and one to the President. In a few minutes the Secret Service approached the waiting limousines and an officer recognized Marshall Stalin sitting in a comfortable back seat.

The doors were flung open and in a minute the Marshall entered the White House. The Secret Service ushered the Russian to the Oval Office. The word had already been passed to the President, who jumped out of bed at three o'clock in anticipation of some major crisis. His wife, used to unusual occasions, immediately started toward the kitchen and ordered in preparation both coffee, espresso, tea with rum, and some soup.

Five minutes later the young President entered the Oval Office. His hand was outstretched. "Marshall, let me tell you that I feel honored that I am the first President of the United States and, in fact, it is the first time that the White House in Washington or America can welcome you in our home. Please make yourselves as comfortable as possible and let me know what the reason is for your unusual visit."

Stalin first walked around the room, looked at the pictures and noticed the statue of Churchill on the desk, and calmly smoked his pipe. "You know, I have planned this visit for over fifty years. In fact, I promised to President Roosevelt at Yalta that I would hasten to the United States after the war. I always listen to the stories of Churchill's visits to the United States and envied him that he could delegate his responsibilities during the war and come here. Our people, particularly now that we are comrades in arms, always talk about the United States, not only Hollywood, not only the casual dress, but also the hard diligence work with which the world and Russia admire America."

The President was very keen on returning the compliments. "Marshall, we vote and march as comrades now. Now, fifty years later we stand together to make a better world. Between us there are well over 500 million people. The friendship between you and me decides the fate of half a billion inhabitants in this world. Welcome here, and I hope your stay will be a long one."

"Mr. President, I owe you a confession. I made a decision a few days ago to visit Sadam Hussein. I frankly felt that if I could have a conversation with every leader in the world in the last sixty or seventy years, I could reason with Sadam Hussein, who after all pictures himself like me." The President smiled and felt he could make an easy remark. He said, "I hope, Marshall, you taught him not to smoke as many cigarettes as you do."

Stalin was taking up the easy conversation and said, "Yes, I gave him some advice and some better advice. Among others, try not to do things that I did, which put me in jail so many times before the revolution. You see, Mr. President, I try to argue with a man by understanding his objectives. First he talked to me about biological weapons against Palestine. Now, this got me going. I told him, "Sadam we have given aid to the Arabs in 1967, in 1973, and of course the last ten years. We have lost over $50 billion and it did not make the slightest difference in the Israel-Palestine issue. In fact, I told Sadam the Palestinians should be working. We should raise the money internationally and set up factories, irrigate the land, and get going in educating the population. If they don't want to work in Palestine and I get angry, I said I'll take them to Siberia. Let them work instead of getting aid from us to have weapons and shoot up the neighborhood.

"Sadam listened, but I don't know whether he listened. Then he turned to his other alternatives, using eventually nuclear weapons to dominate the whole Gulf, Saudi Arabia, Kuwait, and all the other boys. He said between Russia and Iraq, we could set the price of oil at $40. I tried to give him all the benefit of a younger man, a less experienced man. I said, Sadam, forty dollar oil would wreck the world economy. Russia would go backwards and not forwards. We are no longer interested in breaking the West and meanwhile destroy ourselves. The West is the customer and the freedom of the price of oil is essential in our new world. In any case, Russia will never agree for you to dominate the whole Middle East with all the oil resources.

"Sadam started to argue. He wanted an oil monopoly. He wanted to reach all the evils . . . and then I interrupted him. I said, look, you go back in the 1930's. I said, it didn't work. It didn't work at Munich, it didn't work in Geneva. It just created much suffering and death. We lost 27 million people. You really think, Sadam, that I will ever permit a confrontation which would take Russian lives?

"We have learned from the past. We don't want wars. We want to work together with the American government and use our monetary resources to have a better world. And in order to have a better world, we don't need domination with biological weapons. We don't need domination of the whole Gulf in oil prices. We have enough problems of our own. We have enough problems in America. We have enough problems in Russia. And your ideas are not reflecting the early Joseph Stalin. Your ideas reflect that moron, Hitler.

"Sadam said something which struck me. He said Iraq is a small country. We have 112 billion barrels of oil. We need liebensraum. Now that got him. I'm a very calm person, but that word I heard before. Liebensraum. Adolph Hitler wanted these targets. Sadam wants his oil and biological weapons.

"I sat with him late into the night and tried to convince him to focus all facets of this liebensraum. I sat with him, I drank, and gradually I realized that I was talking to a man of the past. The past which I'm glad to forget."

"Well," the President said, "it's a very logical approach, Marshall, and we are proud to be your ally. Now what do you think you have achieved?"

Stalin shrugged his shoulders. "Nothing. If I had been invited to Munich, do you think I could have beaten Adolph Hitler? These people can only be beaten with what your President said in Casablanca: "Unconditional surrender."

The President, who had less knowledge of history, understood the aging Generalissimo, and then asked him, "You came a long way, Marshall, to visit the White House. Is there any particular significance of your arrival at three o'clock in the morning?"

"Yes," said Stalin. "I wanted to be next to you at 4:15 Government Savings Time, time to sit next to you as the world is learning that Baghdad is no more."
